I believe the lip is raised to eliminate the 1/16" elbow pop ups from the center of the pad. The elbow must be higher than the raised lip to be an elbow foul. This will allow some leeway that the elbow can move without being fouled.

I'm always a little afraid of change.
Really, it could be a great idea though. I hate getting called on an elbow foul when you know d**n well it was less than a millimeter. This will allow for tiny elbow lifts, which is good, probably.
From what I read, I think it says a 1/2 inch though, that's a lot.
Tiny unnoticeable elbow fouls, that are called, are the worst thing in our sport. Nobody wants to see that.

That and peoples underwear when they dont keep there pants up!!!! I dont want to see your boxers or briefs!!
I think the pad could be good for those poor souls who have issues keeping their elbows down. Cheaters!!!

Also, I believe the lip will act as a "warning track" to an elbow foul should the competitor be so close.

I think the elbow pad sould have a 2' lip and be 14/14 . Or just have a starting dot and you can move your elbow any were on the table . thats what i think.

All great points. I could see this giving the "Top-Roller" a great advantage by supporting not only the front but the side of the elbow as well when applying back pressure or posting up. I could also see this crunching the medial tendon should you happen to slide off the side of the pad. Christ, that hurts enough the way it is when it rolls over the bone!!!
